According to Section 22 of the Hong Kong Road Traffic Ordinance: All types of mechanically propelled vehicles require a license from the Transport Department, and Section 49 states: Drivers must hold the appropriate driving license. Electric scooters, electric skateboards, small electric vehicles, solar tricycles, and electric balance bikes are included as mechanically propelled vehicles. Using these new technologies on the road without proper registration and licensing for the electric mobility devices, or without the driver holding the relevant license, constitutes a violation of the Road Traffic Ordinance. Under Hong Kong law, electric mobility devices may only be used in private areas and require permission from the property owner or management.
